• appointing municipal energy managers,
• organizing an energy unit within municipal administration, 
• developing a local energy action plan and energy information systems (data base with energy consumption in all municipal buildings), looking for financing for concrete investments, 
• improving the communication of energy issues towards citizens.

The City of Dobrich municipality is one of the active pilot cities participated in MODEL project. Since 2000 the municipality has an Energy Efficiency Information Centre, which is an integral part of the overall initiatives and commitments of the municipal administration in the field of energy efficiency promotion and its primary goal is awareness-raising among the population and the representatives of the small and medium-sized businesses in the municipality on energy efficiency related issues. The Information Centre is also a major vehicle through which the municipality organizes Municipality Intelligent Energy Days – a commitment undertaken by the Municipality under the MODEL Project. Last year Municipality Intelligent Energy Days were held from 16 to 22 September during European Mobility Week – another European campaign on sustainable use of energy. During this week lots of events had been organized (seminars, exhibition of children paintings, and campaigns such as “day without cars”, let’s turn off the light for five minutes”.)
At the end of April 2008 the Municipal Council approved a Municipal Energy Programme for the period 2008-2013. The strategic goal of the Programme is improvement of the comfort of habitation in public buildings and achievement of the norm requirements concerning the parameters of indoor environment related to space heating and lighting through implementation of energy efficiency measures. The major objective of Municipal Energy Programme is to develop into a tool for implementation of the municipal policy in the field of energy efficiency and the use of RES. It fully corresponds to the energy policy at the national and regional level.
The data of the online survey that has published on the website of the municipality is a proof that has confirmed a simple fact, “if we are active, we can have good results. It’s only depends on us.“
